Singapore, 7 August 2026 - Southern Solar Alliance Pte. Ltd., a wholly owned subsidiary of Malaysia-headquartered Ditrolic Energy Holdings Sdn. Bhd. (“Ditrolic Energy”), has received Conditional Approval from Singapore’s Energy Market Authority (“EMA”) to import and supply up to 600 megawatts (MWac) of renewable electricity from Johor, Malaysia to Singapore.
The Conditional Approval was formally presented by EMA’s Chief Executive, Mr Puah Kok Keong to Mr Tham Chee Aun, Group Chief Executive Officer of Ditrolic Energy. The handover marks a key regulatory milestone for the proposed 600 MWac cross-border renewable electricity project and enables Ditrolic Energy to advance the project’s technical, commercial and regulatory development towards final approval.
The project will be located within the Southern Johor Renewable Energy Corridor (“SJREC”), a strategic renewable energy infrastructure initiative advanced by Permodalan Darul Ta’zim (“PDT”), Johor State’s principal investment and development arm, in partnership with Ditrolic Energy and the World Bank Group's International Finance Corporation (IFC). SJREC could support projects in the Johor-Singapore Special Economic Zone (“JS-SEZ”) and reflects a shared commitment among stakeholders in Johor and Singapore, together with the private sector, to anchor long term economic growth on clean, reliable and competitive energy.
Located along the east coast of Johor, SJREC is conceived as a long-term, integrated renewable energy corridor planned over a 15-year horizon to support both domestic and cross border energy needs. The proposed 600 MWac export capacity, supported by approximately 4 Gigawatts peak (“GWp”) solar and storage project represents the catalytic first phase of SJREC, establishing the foundational generation and infrastructure platform for subsequent stages of development. The corridor can provide the clean and reliable electricity required to fuel the growth of the JS-SEZ, particularly for energy intensive sectors such as data centres and high technology manufacturing, while strengthening Johor’s role as a key node in regional industrial and energy connectivity.
Together with the 4 GWp of solar photovoltaic generation capacity, the project will integrate 5.1 gigawatt-hours (GWh) of utility-scale battery energy storage systems (BESS), enabling firmer, dispatchable and verifiable green electricity on an almost round-the-clock basis. The development also contributes to the broader ASEAN Power Grid vision and represents an early-stage example of a state-anchored public–private partnership, supported by appropriate underwriting and risk-sharing mechanisms to enable large scale cross border renewable energy infrastructure in the region.
Commenting on the Conditional Approval, Mr Tham Chee Aun, Group Chief Executive Officer of Ditrolic Energy said:

The project has attracted strong market interest, with close to 90% of the planned energy output already receiving offtake interest from Singapore-based end-users, including organisations across transport and urban mobility, airport and port operations, multinational manufacturing, pharmaceuticals and life sciences, logistics, real estate and industrial park development, as well as other sustainability driven sectors.
Apart from the cross-border exports, SJREC will also substantially strengthen Johor’s domestic green electricity ecosystem. The project will support local supply under Malaysia’s Corporate Renewable Energy Supply Scheme (CRESS) and Self-Consumption (SELCO) programme, enabling industrial and commercial users in Johor to access 100% green electricity for their operations.
Projects in SJREC are scheduled to sign its first batch of power purchase agreements with local electricity offtakers within the next three months, with first green electricity delivery expected as early as 2028, ahead of the export of electricity to Singapore.
Ditrolic Energy and PDT are currently working closely with the Ministry of Energy Transition and Water Transformation (PETRA), the Energy Commission (Suruhanjaya Tenaga) and other relevant authorities to advance the project in line with national energy transition objectives, Johor priorities and bilateral cooperation with Singapore. The first phase of the export project is targeted to achieve commercial operations from 2029, aligned with the commissioning of the new cross-border interconnector, subject to regulatory and technical approvals in both countries.
